● President Park proposes Korea-ASEAN security dialogue

President Park Geun-hye has proposed launching a Korea-ASEAN security dialogue at the 16th Association of the Southeast Asian Nations (ASEAN)-Republic of Korea Summit in Brunei on October 9.

Korea and the ten ASEAN-member countries will hold their first security meeting next year since all ASEAN leaders accepted her proposal, said Korean Deputy Foreign Minister Lee Kyung-soo at a briefing. Sultan Hassanal Bolkiah of Brunei, the chair country, expressed his deep gratitude to Korea for its active cooperation with and support of ASEAN as well as for Korea's substantial contribution to developing the ASEAN+3 cooperation framework.

● The 16th ASEAN+3 Summit Held in Brunei




President Park Geun-hye attended the 16th ASEAN+3 Summit that was held today from 9:40 to 10:50 in the morning at the International Convention Center in Bandar Seri Begawan, Brunei. During the summit, President Park and the leaders of China, Japan and the 10 member nations of ASEAN checked on the progress of ASEAN+3 cooperation and discussed such major international issues as global finance and food security as well as the future direction for ASEAN+3 cooperative ties.

President Park noted that ASEAN+3 had achieved remarkable accomplishments in the financial sector, including the Chiang Mai Initiative and the ASEAN+3 Macroeconomic Research Office (AMRO), since its inauguration in 1997 in the wake of the Asian financial crisis. She went on to explain that the forum had made significant efforts in other sectors as well, such as putting in place a common food security mechanism within the region, which had resulted in the effectuation of the ASEAN Plus Three Emergency Rice Reserve (APTERR).

The leaders of the ASEAN+3 took note of the fact that the forum had grown into the most well established multilateral cooperative body in East Asia since its inception in 1997 by promoting substantive cooperation and expanding the scope of collaboration into some 20 areas, including finance, agriculture, environment, disaster management, healthcare, culture and education. On top of this, the participating leaders saw eye to eye on the necessity to work together to deal with various tasks, including food security and the financial crisis, that require concerted endeavors at the regional level.

● The 8th East Asia Summit Held in Brunei

President Park Geun-hye participated in the 8th East Asia Summit held today at the International Convention Center in Bandar Seri Begawan, Brunei. During the Summit that lasted from 10:45 to 1:15 in the afternoon, the participating leaders exchanged views on major regional and international issues, including climate change, disaster management and food and energy security, and discussed the direction for the EAS to make further progress.

The leaders shared the view that the EAS has drawn more global attention since the United States and Russia became its members in 2011 and that as a forum for strategic dialogue and cooperation on major issues within the region, including politics, security and the economy, the role of the EAS with a membership of all key nations in the region has grown increasingly important.

President Park said that the selection of climate change, disaster management and food and energy security as the discussion topics for the Summit was very opportune given the fact that they are not only priority areas for EAS cooperation but also global issues that have become increasingly serious.

● President Park holds summit with Sultan of Brunei

President Park Geun-hye had a bilateral summit with Brunei's Sultan Hassanal Bolkiah in Brunei on October 9. They discussed how to boost friendship and cooperation between the two countries, the situation on the Korean Peninsula and their collaboration in both regional and international settings.

The meeting took place on the sidelines of the East Asia Summit (EAS) forum, the annual meeting of the Association of the Southeast Asian Nations (ASEAN) and the ASEAN+3 meetings, which include ASEAN's three Northeast Asian partners: Korea, China and Japan.

During the summit at the International Convention Center in Bandar Seri Begawan, Park stressed that the volume of trade between Brunei and Korea has increased 13-fold since the beginning of diplomatic relations in 1984 and that the scope of their exchange and cooperation has widened to include construction, agriculture and fisheries.

● The President Holds a Summit with Singaporean Prime Minister Lee Hsien Loong on the Sidelines of the ASEAN+3/EAS




President Park Geun-hye held a summit with Singaporean Prime Minister Lee Hsien Loong at the International Convention Center during her visit to Brunei to attend the ASEAN+3 and the East Asia Summit. The two leaders exchanged ideas on the pending matters between the two nations, including economic cooperation and collaboration through the Korea-Singapore FTA.

Expressing regret for not having been able to attend President Park's inauguration ceremony, the Prime Minister said he had high expectations for his visit to Korea scheduled in December this year and yet again invited President Park to pay a visit to his country. He also said he hoped the two nations would work together in taking stock of the implementation of the Korea-Singapore FTA and seek to expand two-way air transport cooperation.

President Park said she hoped the Prime Minister's visit to Korea in December would serve as an opportunity to upgrade bilateral relations a notch. Expressing her gratitude for his several invitations, the President said her schedule had not allowed her to make a visit to Singapore yet, but she hoped to visit as early as possible and have meetings with the Prime Minister and the former Prime Minister Lee Kuan Yew as well.

● he President Meets with Australian Prime Minister Tony Abbott on the Sidelines of the ASEAN+3 and East Asia Summit




President Park Geun-hye met with Prime Minister Tony Abbott of the Commonwealth of Australia on the sidelines of the ASEAN+3 and East Asia Summit at the International Convention Center in Brunei. At the summit, the two leaders discussed ways to strengthen friendly and cooperative ties between the Korean Government and the recently launched Administration in Australia.

President Park congratulated Prime Minister Abbot on his inauguration and noted that the two countries shared basic values and a strategic understanding of global issues. Building on the existing robust foundation for cooperation, the President proposed the two nations work more closely together in the fields of the economy, resources and education as well as on issues concerning the Korean Peninsula and the international community.

Notably, President Park said there would be great potential for cooperation in resources development between Korea and Australia, which is Korea's largest investment destination for overseas mineral resources. The President also raised the issue of difficulties facing Korean businesses in participating and investing in resource development projects in Australia, including a large-scale bituminous coal mining project. In this connection, she looked forward to the Australian Prime Minister's extraordinary concern and support.

● The President Meets with Myanmar President Thein Sein on the Sidelines of the ASEAN+3 and East Asia Summit




President Park Geun-hye, who is currently on a visit to Brunei to attend the ASEAN+3 and East Asia Summit, met with President Thein Sein of Myanmar at the International Convention Center in Brunei. At the summit, the two leaders had an extensive exchange of ideas on ways to promote friendly and cooperative ties and expand economic cooperation as well as on the latest developments surrounding the Korean Peninsula and how to work together in regional and international arenas.

President Park noted that the remarkable progress of Myanmar indicated the importance for a leader to have a vision and make the right choices. She went on to give high marks to vibrant people-to-people exchanges between the two countries, including the expansion of reciprocal visits by high-ranking officials, including heads of state, and the increase in the number of visitors traveling between Korea and Myanmar thanks to the launch of direct flights in 2012. She continued to express the hope that the two countries would be able to further expand and develop substantive bilateral cooperation in consideration of Myanmar's potential for economic growth.

● The President Makes a Successful State Visit to Indonesia

President Park Geun-hye made a state visit to the Republic of Indonesia October 10-12 at the invitation of President Susilo Bambang Yudhoyono. On October 11, President Park participated in the Indonesia-Korea Business Investment Forum, made a visit to the Jakarta office of Daewoo Shipbuilding & Marine Engineering Indonesia (DMSE Indonesia), visited a Korea-Indonesia contemporary art exhibition and met with some 350 members of the local Korean community in the evening. Her itinerary on October 12 included a visit to the Kalibata National Heroes Cemetery in Jakarta, a one-on-one and extended summit with President Yudhoyono, a joint press conference, a commemorative tree planting ceremony and a state dinner.

President emphasizes ROK-Indonesia economic partnership, peace vision

President Park Geun-hye has expressed her firm will to push forward the Comprehensive Economic Partnership Agreement (CEPA) between Korea and Indonesia. In a written interview with the Indonesian daily Kompas published on October 11, President Park said that the mutual economic partnership will help build a systemic foundation to upgrade bilateral relations.

"The volume of bilateral trade has increased over 150 times to reach USD 30 billion today, starting from USD 0.2 billion in 1973 when the two countries first established diplomatic relations," said President Park, who is currently paying a state visit to Indonesia at the invitation of Indonesian President Susilo Bambang Yudhoyono.

In regard to cooperation in the defense industry between Korea and Indonesia, the president said that the on-going submarine export project is a prime example of the win-win bilateral cooperation that can be built through technology transfer projects. She expressed her hope that her visit would offer institutional grounds for the two countries to move closer, to reach a defense agreement that would include human resource exchanges and logistical support.
