Foreign Minister Pursues
a True Comprehensive Partnership with Mongolia


1. Meeting with His Mongolian Counterpart and Pays Courtesy Calls on Mongolian 
    Prime Minister and President


Foreign Minister Yun Byung-se made an official visit to Mongolia, a strategically significant country in Northeast Asia with abundant natural resources for future growth, from August 25 to 27. On August 26, he held a meeting with his Mongolian counterpart Luvsanvandan Bold and paid courtesy calls on Prime Minister Norov Altankhuyag and President Tsakhia Elbegdorj. He also attended the luncheon hosted by the economic forum between the Republic of Korea and Mongolia to deliver remarks on a new way forward for bilateral economic cooperation and exchange relevant views with participating Mongolians from various sectors.

The two Foreign Ministers shared the view that their two countries have achieved remarkable advances in their relations since the establishment of diplomatic relations in 1990. They also noted that the bilateral relations are now developing into a true comprehensive partnership – which the two countries agreed in 2011 to forge during then President Lee Myung-bak’s state visit to Mongolia – given that the two countries are working closely together on not only bilateral issues but also those concerning the Korean Peninsula and Northeast Asia as well as on the international stage. The two Ministers agreed to take the bilateral ties a notch higher by further boosting high- level exchanges and holding various commemorative events on the occasion of the 25th anniversary of diplomatic relations in the year 2015.

The two Ministers welcomed the agreement reached at their meeting to establish the ROK-Mongolia Joint Committee, the first-ever ministerial-level consultative mechanism between the governments of the two countries to be convened on a regular basis. They agreed to launch the mechanism in 2014 to seek specific ways to make substantial achievements under the bilateral comprehensive partnership.

  ● Outcome of the Courtesy Call on the Mongolian Prime Minister

Prime Minister Altankhuyag invited his ROK counterpart to Mongolia in order to strengthen substantive cooperation between the two countries, for which Minister Yun expressed appreciation. The two sides agreed to discuss relevant details through the diplomatic channel.

Minister Yun explained the “Eurasia Initiative” being pursued by the ROK government and asked for support and participation of Mongolia, a strategically significant country in Eurasia. Prime Minister Altankhuyag, conveying strong support for the Initiative, showed keen interest in the proposed Eurasia railroad project.

During his courtesy call on President Elbegdorj, Minister Yun extended appreciation to the Mongolian government for its support for the ROK government’s initiatives to build trust on the Korean Peninsula and promote peace and cooperation in Northeast Asia. He explained in detail the ROK government’s proposal to set up a consultative mechanism on nuclear safety in Northeast Asia and its “Eurasia Initiative.” He also voiced hope that Mongolia, as a country that succeeded in its regime transition, will share its experience with North Korea.

In response, President Elbegdorj conveyed firm support for the ROK government’s policy toward the Korean Peninsula and Northeast Asia, adding that the Mongolian government, on its part, will continue efforts to induce North Korea ’s change. With regard to the ROK government’s “Eurasia Initiative” and proposal for a consultative mechanism on nuclear safety in Northeast Asia, he also expressed strong support and willingness to participate in them.

2. Attending Luncheon Hosted by Mongolia-Korea Economic Forum



Foreign Minister Yun Byung-se, who is making an official visit to Mongolia (August 25-27), attended a welcome luncheon, co-hosted by the “Mongolia-Korea Economic Forum” and the ROK Embassy in Mongolia, on August 26. With next year marking the 25th anniversary of diplomatic relations between the ROK and Mongolia, Minister Yun assessed the progress made in economic cooperation between the two countries and discussed new directions for economic cooperation.

o The luncheon brought together around 100 people, including key politicians and businessmen in Mongolia, such as Chairman of the Mongolia-Korea Economic Forum G. Batkhuu, Deputy Speaker of the Parliament R. Gonchigdorj, and Vice Minister of Economic Development O. Chuluunbat; local media outlets such as Bloomberg Mongolia; Korean residents; and representatives from Korean companies in Mongolia, such as Posco and Samsung C&T.

In his speech at the luncheon, Minister Yun reviewed the progress in economic cooperation between the two countries for the past 24 years after the establishment of diplomatic relations in 1990 and proposed future directions for economic cooperation between the ROK and Mongolia.
