저와 라이스 장관은 한ㆍ미 동맹이 공통의 보편적 가치를 바탕으로 상호이익의 균형이 확대되는 방향으로 발전되어야 한다는 데 인식을 다시 한 번 확인하였으며 이를 기초로 지난 4월 한ㆍ미 정상회담에서 합의된 여러 가지 후속조치를 면밀하게 추진해 나가기로 하였습니다.

이와 관련 우리는 21세기 한ㆍ미 전략동맹의 발전방향을 구체화하는 동맹 미래비전 작성 작업을 계속해 나가기로 하였습니다. 또한 한ㆍ미 동맹을 변화하는 안보환경과 미래수요에 부합하도록 재조정하면서 동맹의 협력분야와 범위를 확대해 나가는 방안 등에 대해 긴밀히 협의를 했습니다.

저와 라이스 장관은 7월 9일 기후변화 도야꼬 G-8 정상회의에서 채택될 정상 선언 초안이 6월 20일 서울에서 개최된 제4차 주요국 회의에서 채택된 것을 평가하면서 앞으로 한ㆍ미양국은 에너지안보, 기후변화대응, 신재생에너지 및 이와 관련된 기술개발을 위해 긴밀히 협력하기로 하였습니다.

또한 한ㆍ미 양국 정부는 한ㆍ미 FTA의 조기비준, 우리나라의 미국비자면제프로그램 연내 가입 실현을 위한 공동노력을 지속적으로 경주함으로써 미래지향적 동맹발전의 제도적 틀을 확고히 할 예정입니다.

또한, 미국산 쇠고기 수입문제 관련, 양국 정부는 지난주 추가로 합의한 내용을 충실히 이행하여 미국산 쇠고기에 대한 우리국민의 신뢰가 회복될 수 있도록 긴밀히 협조해 나가기로 하였습니다. 아울러 우리 학생들의 미국 내 연수취업 관광 프로그램 확대 등 양국민간 교류협력을 활성화해 나가는 방안을 적극 모색하기로 하였습니다.

저와 라이스 장관은 6월 26일 북한의 핵 관련 신고서 제출을 계기로 제2단계 불능화 작업의 마무리 및 제3단계 핵 폐기 협상 개시를 위한 심도 있는 협의와 의견교환을 가졌습니다. 우리는 북한의 핵 관련 신고서 제출이 비핵화의 실질적 진전을 위한 중요한 시발점이라는 점에 공감하고, 향후 철저한 검증을 통해서 신고의 정확성과 완전성을 규명해 나가기로 하였습니다.

이를 위해 차기 6자회담에서 조속한 검증체제구축을 중점 추진하기로 하였으며 6자회담의 최종목표인 북한의 핵무기 및 핵 프로그램의 완전한 폐기를 위해서 노력해 나가자는 데, 의견을 같이 하였습니다.

특히 비핵화 2단계를 조속히 마무리 짓기 위해 연료봉 인출 등 불능화 조치와 경제에너지 지원속도를 다같이 높여야 한다는 데, 공통의 인식이 있었습니다. 이와 관련하여 일ㆍ북 관계 현안에 대해서도 북한측이 성의 있는 자세를 보여줄 것을 촉구하며 아울러 일본의 경제에너지 지원 참여가 조속히 이루어질 것을 기대하였습니다.

또한, 한ㆍ미 양국은 6자회담의 정치적 추동력 부여를 위해서 6자 외교장관 회담이 조속한 시일 내에 개최될 필요가 있으며 동 계기에 동북아 평화안보 체제 출범 관련 논의도 진전시켜 나가기로 의견을 같이 했습니다. 감사합니다.

Thank you very much, Mr. Yu. I appreciate very much your hospitality in having me here. I look forward to a dinner tonight when we will continue to discuss the long list of topics that we
agreed to discuss today.

We have a very strong and close alliance, very strong and close relationship. It's indeed a
relationship that has helped to sustain peace and prosperity in this region and is indeed being
put to use globally. We had a very extensive discussion on the 6-party talks as you mentioned
and the recent steps to complete phase two of the 6-party declaration of joint statement of
September 2005. And we agree completely that the next phase is an extremely important one
but that as we move to that we must have a sound and very thorough verification protocol
so that we can verify the completeness and the accuracy of the declaration that we have been
given by North Korea.

We talked also about the importance of moving forward on other issues. And thank you very
much for your mentioning of the DPRK-Japan track. I was just in Japan and I assured the
Japanese that we continue to consider the abduction issue, one that must be resolved and
resolved quickly. And I appreciate your mentioning of that as well.

We had a briefing in fact from the people who were on the ground at the explosion or implosion of the North Korean cooling tower. We will continue to consult closely as we chart the next
steps so that we can achieve the goal of the complete denuclearization of the Korean
Peninsula, the abandonment by North Korea of all of its nuclear weapons and its programs.   

I thank you too for the discussions we had on trade and economic matters. We are cooperating closely and will continue to closely cooperate on the concerns of the Korean population about beef. I want to assure everyone that American beef is safe. We will continue to work with you to have consumer confidence in that matter. And It is a very high priority of the Bush Administration to complete the FTA,  the Free Trade Agreement, and to see it ratified in Congress. It is
something that the President speaks of frequently he speaks of it frequently with the members of
congress. It's an extremely important agreement and we want to see it ratified.

Finally I will just reiterate what the President said when he was with President Lee Myung-bak,
which is that we strongly look forward to the day when the Visa Waiver Agreement can go into
effect and we hope to see that by the end of the year.

So thank you very much for time we have spent together, and I look forward to our dinner
tonight.
