2nd ROK-US Ministerial Strategic Dialogue


Foreign Minister Yu Myung-hwan and Secretary of State Hillary Clinton held the 2nd ROK-US Ministerial Strategic Dialogue in Washington on February 26. In the meeting, they had comprehensive and candid discussions on matters of mutual interest, including the diplomatic schedule between Korea and the US, key alliance issues, and the bilateral FTA; North Korean nuclear and other North Korea-related issues; and major global issues such as the current situation of Afghanistan and Asia in general, the Nuclear Security Summit in Washington, climate change, and G20 Summit to be held in Seoul.


Sharing the view that Korea and the US are seeing their alliance developing into the strongest-ever, Minister Yu and Secretary Clinton agreed to work actively together this year for the successful hosting of the Nuclear Security Summit in Washington in April and the G20 Summit in Seoul in November and for a further strengthened relationship between the leaders of the two countries. Also, they agreed to further bolster the ROK-US alliance on the occasion of the 60th anniversary of the outbreak of the Korean War , while consulting each other closely to turn the 2+2 meeting between the foreign and defense ministers into a meaningful and fruitful event.

After reaffirming their governments’ appreciation of the importance of the Korea-US FTA as well as their willingness to move it forward, the two ministers agreed to continue joint efforts in this regard.

Following an exchange of views on the outcomes of consultations among related countries on the
North Korean nuclear issue and an assessment of the said outcomes, they agreed to maintain the two-track approach of dialogue and sanctions and continue efforts to make North Korea return to the Six-party Talks as soon as possible.

Furthermore, the two sides agreed to continue work on mapping out the details of the Grand Bargain, calling for North Korea’s irreversible steps toward denuclearization in exchange for corresponding political and economic measures, in close consultation with the countries concerned.

In an overall discussion on Afghanistan, Asia in general and other major global issues, an agreement was reached to maintain cooperation toward the reconstruction and stability of Afghanistan and Haiti. Exchanging views on the US policy on Asia, the two sides agreed to work so that Korea’s New Asia Initiative and the Obama administration’s active Asia policy can function in a mutually compatible way. They will also continue working closely together for stability and prosperity in Northeast Asia.

Minister Yu and Secretary Clinton noted with satisfaction that the 2nd Strategic Dialogue, the first since the adoption of Joint Vision for the Alliance of the ROK and the US last June, served as an arena for an exchange of in-depth views and coordination on not only key bilateral issues but also policies and cooperation concerning regional and global issues.
