Action Plan for the Third Africa-Korea Forum 2013-2015

WE, the Ministers and Heads of Delegations representing the African continent, the African Union and its Institutions and the Minister of Foreign Affairs and Trade of the Republic of Korea, wish to mutually enhance cooperation for Africa’s economic development, peace and security, democracy, poverty reduction and sustainable development and AGREE to strengthen our partnership on the basis of mutual trust for the period 2013-2015 as follows:

Sustainable Development

  1. Continue to increase Official Development Assistance (ODA) to Africa in accordance with the commitments made in the United Nations Millenium Declaration.

  2. Accept more trainees from Africa and increase World Friends Korea volunteers dispatched to Africa.

  3. Expand development consulting by making full use of Korea’s development experience.

  4. Make efforts to explore areas of cooperation related to the major development initiatives adopted by the African Union (AU), such as the Programme for Infrastructure Development in Africa (PIDA), the Accelerating Industrial Development in Africa (AIDA), and the Comprehensive Africa Agriculture Development (CAADP), as well as Pharmaceutical Manufacturing Plan of Action and Boosting Intra-African Plan of Action.
Human Resource Development
  1. Facilitate consultations to establish a Training Center jointly within the Headquarters of the AU and provide training programs at the Center, and dispatch sectoral experts.

  2. Expand Korea’s scholarship programs in which African students and government officials are able to participate.

  3. Support African teachers’ training and expand vocational training opportunities.

  4. Build up a cooperative relationship between the Pan-African University through its five Centers of Excellence and Korean universities and provide assistance to strengthen the University’s capacity and improve its facilities.
Agricultural Development
  1. Provide technical and institutional assistance to strengthen Africa’s food security and increase income of African rural households.

  2. Expand Africa’s rural infrastructure and support the modernization of agricultural technology in order to improve agricultural productivity in Africa in accordance with the Comprehensive Africa Agriculture Development Programme (CAADP), and providing technical and institutional assistance to strengthen the agricultural manufacturing sector and fishery production.

  3. Promote personnel exchange and joint activity between the agricultural agencies of Korea and Africa to induce technology transfer.

  4. Establish cooperative partnerships among the Korea-African Food and Agriculture Cooperation Initiative (KAFACI), the Korea Project on International Agriculture (KOPIA), and the AU.
Public Health Service
  1. Support programs undertaken at the African continent level to eradicate malaria, tuberculosis and other infectious diseases.

  2. Support the establishment of a national system for disease management and the training of experts to strengthen disease management capacity of African countries.

  3. Provide technical assistance to African countries to improve effectiveness of the family planning policies and services, and support the improvement of health service access of African women and children for safe childbirth and child healthcare, through public health programs such as the African Union’s Campaign on Accelerated Reduction of Maternal Mortality in Africa (CARMMA).

  4. Continue to support construction of tube-wells and capacity building in related areas to ensure sustainable drinking water supply and usage of drinking water.
Green Growth and Climate Change
  1. Continue to strengthen environment cooperation and actively share Korea’s green growth experience with African countries.

  2. Expand environment cooperation through implementation of various environment-related projects, including anti-desertification and pollution management and the reduction of greenhouse gas, climate change prediction and capacity building for biodiversity management.

  3. Support the establishment of infrastructure for prediction of climate change and expand training programs and the number of trainees from Africa, to reinforce the resilient capacity of African countries for adaptation to climate change in Africa.

  4. Promote cooperation with specialized institutions such as the Global Green Growth Institute (GGGI) to develop green growth strategies of Africa and provide them with funding and technology transfer to help them implement their national strategies in this regard.
Trade, Investment and Economic Development
  1. Establish cooperative channels between the AU and the Korean private sector institutions and promote trade and investment missions.

  2. Promote and hold trade and investment exhibitions.

  3. Improve market access for the least developed countries (LDCs) of Africa by increasing duty-free and quota-free access.

  4. Strengthen the function of providing business information for Korean entrepreneurs within the Commission of the AU.

  5. Support the institutions of African countries and infrastructural development to promote continental integration and boost intra-African trade and the joint Africa-Korea Chamber of Commerce.

  6. Support programs to foster African small and medium enterprises (SMEs), to create added value, employment and technology transfer to Africa.

  7. Support the formulation of economic development strategies which are essential for Africa’s development and strengthen Africa’s capacity for developing and managing industrial policies, as per the AU Action Plan on Acceleration Industrial Development in Africa (AIDA).

  8. Promote Public Private Partnership (PPP).
Peace and Security
  1. Expand Korea’s participation in peacekeeping operations (PKO) in Africa led by the United Nations (UN).

  2. Enlarge African trainees’ opportunities to take part in Korea’s training programs in peace and national defense related institutions.

  3. Make efforts to provide financial contributions to the African Union Peace Fund for the full operationalization of the African Peace and Security Architecture (APSA).

  4. Cooperate to strengthen the capacity of the African Centre for Research and Study on Terrorism (ACRST) and the African regional training centers for Peace Support Operations (PSOs).

  5. Expand exchanges between the Korea Institute for Defense Analyses (KIDA) and the Peace and Security Department of the African Union, and hold joint seminars or workshops.

  6. Promote exchange of visits and information between the PKO center of Korea and African PSO centres.
Cross-cutting Cooperation
  1. Reduce the digital divide and contribute to sustainable growth in Africa through strengthening Africa’s Information Communication Technology (ICT) infrastructure and continuously enlarging the transfer of technology.

  2. Establish a channel for dialogue between relevant African and Korean agencies responsible for statistics and promote the exchange of visits and joint seminars or workshops with a view to strengthening African capacity to manage statistics and produce reliable statistics.

  3. Take into account women’s participation in implementing cooperative projects and collaborate to explore more practical projects targeting women.
Implementation Process
  1. We agree that as follow-up to the Third Korea-Africa Forum, an implementation Matrix, focusing on priority areas, will be developed, in three 3 months, that elaborates the Action Plan for the Third Korea-Africa Forum 2013-2015 into concrete action orientated projects.

  2. Promote discussions to review the implementation of our agreements in this Action Plan and seek areas for further cooperation, including development cooperation, trade and investment, and peace and security, through the inter-sessional meetings of the Korea-Africa Forum, to be held on an annual basis.
